The CIA Director Who Broke Ranks
Rear Admiral Roscoe Hillenkoetter served as the first Director of Central Intelligence from 1947 to 1950, overseeing the CIA in its formative years. After leaving government, he made a series of extraordinary public statements about UFOs — joining the board of the National Investigations Committee on Aerial Phenomena (NICAP) in 1957 and publicly stating that the Air Force was concealing information about flying saucers from Congress and the public.
In a 1960 statement to Congress, Hillenkoetter said: "Unknown objects are operating under intelligent control... It is time for the truth to be brought out." For the first head of the CIA to make such statements — after having access to the most sensitive intelligence of the era — was remarkable.
Historical Significance
Hillenkoetter's case is historically important for two reasons: the seniority of the position he held when he would have had access to whatever the government knew, and his willingness to publicly break from the official line. He remains one of the most credible and senior voices to have publicly challenged official UFO secrecy.
