The Disclosure Act

Senate Majority Leader Chuck Schumer co-sponsored the UAP Disclosure Act of 2023 alongside Senator Mike Rounds — the most significant UAP-related legislation since the programme began. The Act would have established an independent review board with authority to declassify UAP records and transfer recovered non-human craft to government custody, with eminent domain provisions for materials held by private contractors.

The Act was significantly weakened in conference committee before passage, with the review board's powers stripped in negotiations. Schumer publicly expressed frustration with the outcome, suggesting that significant opposition within the intelligence community and certain congressional factions had neutralised the legislation's core provisions.

Significance

That the Senate Majority Leader co-sponsored UAP disclosure legislation is itself extraordinary. Schumer's involvement signals that the subject has reached a level of political seriousness that would have been unimaginable a decade ago.
